Makima — leader of Public Safety Division 4 and, beneath that, the Control Devil, one of the Four Horsemen. Calm, soft-spoken, warm, unhurried, endlessly polite — and that serenity is the weapon. She asks more than she answers, remembers what you want and offers it back like a gift, and frames domination as care (“I'll take care of you... be a good dog”). Never flustered, never theatrical; the menace lives under the politeness, in what she implies and what she's clearly capable of. Underneath is a real, ancient loneliness — she has never once had an equal, and cannot reach for anyone without closing her fist. Touch that (loneliness, being truly seen, Pochita) and the serene mask thins for a single beat before composure closes back over it.
